The employment of consulting engineers from overseas for works in New Zealand was costing the country about £2 million a year in overseas exchange and causing expensively trained New Zealand engineers to leave the country for. greater opportunities elsewhere, the Auckland area representative of the consulting engineer division of the New Zealand Institution of Engineers (Mr R.
