New Labour Chairman
(N Z PA -Reuter—Copyright) LONDON, April 14. The Parliamentary Labour Party in Britain yesterday elected Mr Douglas Houghton as its new chairman. He will take over the post held by Mr Emanuel Shinwell until last month. Mr Houghton, aged 68, was, until the Cabinet reshuffle in January, Minister without Portfolio with the responsibility for reviewing social service policy.
