(N.Z.P.A.-Reuter—Copyright) LONDON, April 7. British legal action over the wrecked tanker Torrey Canyon, which spilled thousands of tons of oil on England’s holiday beaches last month, would be on grounds of negligence, Parliament

was told last night Lord Shackleton, the Deputy Government leader in the House of Lords, said that the action would be for damages against those liable for the "negligence of the master and crew.”

The huge patches of oil from the 61,000-ton tanker, which grounded on March 18, at one time threatened ruin for the south-west coast’s tourist trade. Lord Shackleton said that under English law, those responsible could be held liable to compensate owners of the foreshore as well as the British Government Lord Shackleton said that the action might be brought in Bermuda, Liberia, the United States or possibly Britain.

Amnesty Granted. The Government has granted an amnesty to Alphonse Constantin who took part in a plot to kill President de Gaulle at Petit-Clamart near Paris, in 1962. He served four years of a seven-year sentence.— Paris, April 7.
