Apartments For 72 Students Proposed

An application to build apartments to accommodate 72 students at 170 Waimairi road has been received by the Waimairi County Council.

This was reported to the council last evening in minutes of a meeting of the town planning committee. The committee recommended that the applicant, Mr P. Orr|, be told that the application would have to be the subject of an application for a conditional use in a residential A zone.

The minutes said Mr Onwished to build six blocks of three apartments, each apartment being fully self-con-tained and providing accommodation for four students. Each apartment would have its private courtyard and services, off-street parking for 50 cars would be provided, and landscaping would be by a landscape architect. Students applying for flats would be “screened” and would be required to sign agreements to cause no undue noise or disturbance. These agreements would be rigidly enforced.

The committee also recommended that the council authorise its officers to advise of possible conditions when persons made applications connected with conditional uses and specified departures. This would be on the understanding that such advice in no way committed the council.

Sealing Tender.—The council accepted a tender of £428 7s Id from British Pavements, Ltd., for the plant-mix sealing of Heath street. There were two tenders, the other being £476 10s 2d. Speed Limit— On the recommendation of the works and reserves committee, the council decided to impose a 10 miles an hour speed limit in Spencer Park. Community Centre.—Progress on the Fendalton Community Centre was satisfactory, reported the county engineer (Mr I. Calvert). The play centre roof had been built, the floor finished, and exterior panels made in brick and block completed. No Change.—The name of Roydvale avenue will not be changed. There was much opposition to a suggestion that the name be changed to Roydsvale avenue, the finance, traffic, and by-laws committee reported. Traffic Report. During February, 222 persons were tested for driving licences, and 60 failed, the senior traffic officer (Mr W. Sterritt) reported. There had been

799 traffic offence notices issued, and 205 prosecutions made.

Building Permits.—During February, 171 building permits to a value of £264,192 had been issued, compared with 185 permits worth £450,205 last year, reported the chief building inspector (Mr R. R. Robertson). The average cost a square foot this February was £3 2s 6d compared with £2 17s last February. The average cost a dwelling was £4221 compared with £3632. Demolition. It was decided to call tenders for the demolition of the old Belfast Hall. The works and reserves committee said there appeared to be no resistance to the proposal.
