Sir, —If L. Ferris would probe a little deeper he would know that diplomatic phrases cover only a part of the truth and are therefore deception. Ten years ago the International Control Commission (Poland, Canada, India) challenged the operation of four American military missions in Vietnam. In 1962 the commission concluded that “though there may not be any formal military alliance between the Governments of the United States of America and the Republic of Vietnam, the establishment of a United States Military Assistance Command in South Vietnam, as well as the introduction of a large number of United States military personnel beyond the stated strength . . . amounts to a factual military alliance, which is prohibited under Article 19 of the Geneva Agreement.” The public admission of combatant troops in 1965 was only one more step in escalation, to which our Government has now added another little brick.— Yours, etc., ELSIE LOCKE.
