Joint Committees For Two Projects
Joint planning committees to have on-the-spot oversight of two big and long-term educational projects in Christchurch frc tn their early design to their o< cupation will be set up soon. They will co-ordinate recommendations on the new buildings for the Christchurch I Technical Institute and the Christchurch Teachers’ College at Ham. Under the chairmanship of the Regional Superintendent■ of Education (Mr S. S. P Hamilton), the separate committees will have representatives of the Education Department and the governing bodies of the respective institutions. In each case these representatives will be the men most closely concerned with the job. The general order of reference is that the committees will:— (1) Prepare a tentative timetable of all stages from initial planning to the final occupations of buildings. (2) Agree on general requirements and floor
areas to be included in the architectural brief. (3) Refer these to the Cabinet Works Committee for authority to engage an architect to prepare sketch plans. (4) Have talks with the Education Department’s executive officer for development, who will “visit Christchurch and stay here until the precis brief has been expanded into a detailed brief.” ' (5) Oversee plans through! the normal procedures of getting authority for working drawings, calling tenders, and letting the contract. Whenever it is deemed desirable, the local committees will be invited to attend meetings of the central planning committee in Wellington to put their case. The committees will meet at least quarterly. Architects will consult the local committees on any design problems. There has been consultation in the past but not on such a heavily-decentralised scale nor with such constant local review.
