SAIGON, March 10.
Viet Cong defectors are returning to Government control in record numbers, an American spokesman said yesterday.
For the second successive week, the number of Viet Cong, including Communist political cadres, changing sides, set new records in the “open arms” programme. The psychological warfare programme is designed to persuade the Viet Cong to abandon their fight Last week, the spokesman said, 1168 returned—7l6 of them military defectors —60 more than the previous week. The total so far this year is 6357. There were 3845 de-
fectors during the same period last year. The spokesman attributed the increase to the heavy military pressure, deteriorating conditions in areas under Viet Cong control, and the psychological warfare campaign during the Lunar New Year in February.
