Emperor Haile Selassie of Ethiopia last night told the Kremlin that he was ready to offer his good offices to help bring about negotiations on an end to the Vietnam war. Speaking at a Soviet Government banquet, he said that he deeply regretted that “numerous efforts made by several States have been ignored by those actively engaged in the struggle.”
