STAMP STORY
Not until 1919 did the Post Office recognise the usefulness of this idea. Even then, instead of issuing a new 4c value, they applied a ic surcharge to the existing 1c stamp. But, in 1938, a notice appeared stating that in every case where postage included a fraction of a centime, this fraction would be counted as a whole centime. The rule applied to every single postal packet.
