The police action came in the wake of a major medical report on road accidents in Queensland which revealed that 41 per cent of drivers killed in accidents considered their own fault had a blood alcohol limit of 0.1 per cent or greater.

The report said that 0.05 per cent was considered by many courts as evidence of drunkenness. It said a similar situation was revealed in seriously injured drivers and pedestrians who had survived accidents, and whose blood alcohol levels were estimated.
