“Negotiation Only Hope”

Z Press Association) HAMILTON, Dec. 5. There was little hope of winning a military victory in Vietnam, Mr D. J. Carter, M.P. for Raglan, told the Hamilton Rotary Club today in a talk on his recent visit to South Vietnam. He said he did not meet one official in Saigon who thought the war could be won militarily.

"When have we won?” he asked. “When we have taken North Vietnam, or

not until we have fought and beaten China?”

Mr Carter said there was no intention, as far as he knew, of carrying the war beyond the demilitarised zone.

“There does not appear to be a chance of settlement of any kind, except around the conference table.

“Military targets are being bombed in North Vietnam - which help us to achieve our object

quicker and with less sacrifice of men.

“Our object is to keep the Viet Cong north of the demilitarised zone. “I do not think there is any intention to do more than this militarily.” Mr Carter said the war was “brutal, vicious and nasty.” He believed atrocities did occur on both sides, but he did not believe they were carried out by Americans, Australians or New Zealanders.
