U.K. Proposal On Libraries (Special Crspdt. N.Z.P.A.) LONDON, November 21. A bill to grant royalty payments to authors whose books are in public libraries has been drafted by the Arts Council and will be presented to Parliament in London next year, according to reports. If passed, it could mean an annual payment of about £1 million to British writers and could change radically the position in which very few writers earn their living exclusively from books. An Arts Council team has examined the methods by which the Swedes and Danes give library royalties to their writers. The bill will be based on the Danish scheme, which pays an author according to the number of his books on library shelves.
