Africans Begin Afresh

ADDIS ABABA, November 7.
Heads of State of the Organisation of African Unity (0.A.U.) are making a fresh start today on a summit meeting held up by the dispute between Ghana and Guinea.
The formal opening ceremony on Saturday had to be sharply curtailed to permit
efforts to settle the dispute, which threatened to wreck the meeting.
The big issue for delegates to the summit is whether President Sekou Toure, of Guinea, will attend the conference. An official announcement broadcast yesterday by Conakry Radio said he had decided to stay away in protest against the admission of Lieutenant-General J. A. Ankrah, the Ghanaian Head of State.
But United Arab Republic delegation sources in Addis Ababa said President Toure had been persuaded by President Nasser to fly to Addis Ababa in a plane provided by the Egyptian Government. Members of the Guinean delegation to the O.A.U. conference, detained in Ghana nine days ago while passing through Accra on their way to Addis Ababa, were reported last night to have resumed their journey after their release by the Ghanaian authorities.
