Getting Rid Of Prisoners
(Special Crspdt. N Z P.A .) LONDON, October 19. Prison sentences of less than six months should be abolished and in the majority of these cases fines substituted, says Mr Robert Bessell, a probation officer in a Bow Group memorandum published this week. Mr Bessell makes his proposal to overcome the gross overcrowding of the prisons, and the continued rise in the prison population.
