Black Sea Visit Off

ANKARA, September 9.
The United States has cancelled a visit to the Black Sea by the guided-missile frigate, William V. Pratt, a Turkish Foreign Ministry spokesman announced. The spokesman said the United States Embassy had withdrawn a request to Turkey for permission for the frigate to pass through the Dardanelles to the Black Sea. He gave no reasons. The Soviet Defence Ministry newspaper, “Red Star,” said last week that the projected visit was illegal because the William V. Pratt carried bigger calibre missiles than allowed by the 1936 Montreux Convention regulaing the use of the Dardanelles. The convention barred warships not belonging to the four Black Sea States with a firepower of more than 203millimetre artillery. The William V. Pratt carried 530-mm. Terrier and 350-mm. Asroc missiles, “Red Star” said.
