Cuban Invasion Responsibility

\V ASHINGTON, August 31
The United States Secretary of State, Mr Dean Rusk, yesterday exonerated the Central Intelligence Agency from charges that it was responsible for the ill-fated “Bay of Pigs invasion” of Cuba in 1961.
He told a Senate committee that the late President Kennedy and he, as his Secretary of State, bore full responsibility for the attempt by Cuban refugees to overthrow the Castro Government after an open military invasion.
“I would not be one of those to unload the charges on the C.1.A.,” Mr Rusk said.
He also categorically denied that the agency was
“invading” American foreign policy in general.
“I have not known an instance where the C.I.A. has tried to usurp policy since 1 have been Secretary of State,” he declared.
Several books, including one entitled “The Invisible Government.” have said that
the C.I.A. “masterminded" the invasion.
The agency has also been criticised in the Senate and in a series of articles ip the “New York Times” for its alleged influence over American foreign policy.
