‘CAUSED FLOODS’

Hanoi has accused the United States of deliberately accelerating bombings of dykes and irrigation works in North Vietnam’s richest ricegrowing areas. The Ministry of Water Conservation said the bombings had been intensified “in the midst of the flood season with a view to causing floods in the most populated and biggest rice-growing areas.” Between February and June this year there had been 55 attacks on dykes and dams. In July, when the rivers were in flood, there had been 69. An attack on a coastal sea dyke had flooded about 3000 acres of newly reclaimed land.
