BOMBS NEARER TO HANOI

SAIGON, August 18. United States military chiefs have eased restrictions against attacks near Hanoi, reliable sources said yesterday, United Press International reported.
Pilots previously could range over most of North Vietnam hitting targets of op-
portunity, such as barges, truck convoys and railway cars, provided they were not within a 30-mile radius of Hanoi. Now they can hit as close as five miles. Within the 30-mile radius pilots were previously allowed to hit only such specified targets as missile and radar sites, bridges, petroleum storage areas and anti-aircraft batteries. Late in June United States planes bombed a petroleum storage area 3i miles from Hanoi, the closest to the North Vietnamese capital they had come. This was a pre-planned target. The sources said the change in policy appeared to coincide with the growing belief in Hanoi that American planes would not bother truck convoys along highways close to Hanoi. As a result the Hanoi area was cluttered with transport. The sources said the restrictions might be further relaxed if necessary to permit pilots to hit targets of opportunity even closer to Hanoi.
