Russia May Use Veto (N.Z.P.A.‘Reuter—Copyright > NEW YORK, Aug. 10. A New Zealand proposal, backed by Britain, for the United Nations to send a factfinding mission to investigate air attacks on the Federation of South Arabia, faces a possible Russian veto in the Security Council today. Together with the Arab States of Jordan, the United Arab Republic and the Yemen, the Soviet Union has made no secret of its opposition to the plan. Supporters of the plan were confident that if it were put to the council in the form of a draft resolution, it would attain the necessary nine votes for approval unless Russia used its power of veto for the 104th time. There was some thought, however, that the council might decide that the question was merely a procedural matter, in which case the veto would not be applicable.
