"Should Be Discouraged”
(N.Z. Press Association) WELLINGTON, July 28. A committee set up to investigate labouronly contracts in the building industry has agreed that while some forms of labouronly contract are legal, some contracts are of “doubtful legality.” The Minister of Labour (Mr Shand) announced today the findings of the committee which met under the chairmanship of Sir Arthur Tyndall on June 26. He said the committee had also agreed that the practice of principal contractors entering into sub-contracts for the supply of labour only should be “strongly discouraged” in
the long-term interests of the community. “Accordingly, the committee agreed that incentive bonus schemes may be introduced by contractors in the building Industry by agreement with individual workers covered by awards or industrial agreements without opposition—open or otherwise—from the Federation of Labour or the New Zealand Carpenters’ Union,” said Mr Shand. The Minister said the committee of representatives from the F.0.L., the Carpenters’ Union, the Master Builders’ Federation, the Auckland Master Builders’ Association,
the P.T.Y. Industries Ltd., the Ministry of Works and the Department of Labour had agreed that its tentative agreement should be recommended to the respective organisations.
