VATURALLY the personal characteristics of the statesmen and officials concerned are of vital importance at moments of crisis. But they cannot be isolated from the great offices they represent, the bureaucrats or staffs who brief them, and the whole range of social, political, and cultural pressures to which they are wittingly or unwittingly subjected.
