NX Making A ‘Proper Mess’ (N.Z. Press Association) WELLINGTON, June 15. New Zealand was making a “proper mess” of developing and planning its cities, the Commissioner of Works (Mr P. L. Laing) said in Lower Hutt today. “How do you persuade a community to build in a consistent style of architecture?” he asked. “Why must we have buildings dumped higgledy-piggle-dy in assortments of colours and bulks?” Mr Laing told Hutt Rotarians that he believed rural construction works were made to eventually become an Interesting addition to the landscape. “But we are making a proper mess out of our cities,” he said.
Mr Laing said he disliked elevated motorways, but recognised that they were an inevitable part of twentieth century cities.
