Sir,—This, in our opinion, Is the most flagrant violation of the liberty of the New Zealand motorist in this decade. The futility of this scheme for the compulsory display of L can only be for one purpose, that of victimisation. Surely one conviction, harsh as they are today, is sufficient for one offence.
