The 17-nation disarmament conference wound up a 10-week session today with the United States and Russia as far apart as ever on the problem of curbing the nuclear threat. United Press International reported. The session closed with the Soviet delegate accusing the United States of seeking to spread nuclear weapons inside N.A.T.O. while wanting to ban proliferation of these weapons outside the alliance The American delegate said he would reply fully when the conference resumed. The conference adjourned for an eight-day Easter recess.
