Recent Years: As Director, Mr Campbell had the task of implementing some recommendations of the Commission of Education which reported in 1962, including the introduction of the three-year course of primary teachertraining. establishment of Form I-VI high schools and the setting up of a Curriculum Development Unit within the Education Department. During his period as Director, the Education Act 1964 was passed. This was the first complete consolidation of the law relating to education since 1914. Mr Campbell was awarded the C.M.G. in the New Year Honours List, 1966.
