Tough Policy On Rhodesia Urged

(N Z.P.A. Reuter —Copyright.) NAIROBI, April 3. Leaders of eleven East and Central African nations have agreed in Nairobi to bring pressure on Britain to take effective and decisive measures, including the use of force, against the Smith regime in Rhodesia.

They announced this in a unanimously agreed communique last night at the end of the three-day conference called by President Jomo Kenyatta, of Kenya.

The conference decided to appeal to the people of Rhodesia to "take action against the Smith regime and intensify the fight for their freedom,” the communique said. The conference also decided to assist Zambia, Rhodesia’s neighbour, in every way possible to overcome difficulties resulting from Rhodesia’s unilateral declaration of independence. The meeting also decided to ask the Organisation of African Unity to consider the application of sanctions under Chapter Seven of the United Nations Charter (which would be mandatory) and to continue to seek the most appropriate collective action to be taken by member States in an effort to secure a Government based on majority rule in Rhodesia.

The communique said much time was given to discussions on the Rhodesian question and that President Kaunda, of Zambia, had given a full account of the situation in Zambia and an appreciation of the situation in Rhodesia. The meeting “noted with regret that sanctions have not proved effective so far and that the situation was deteriorating.” It said: “The application of oil sanctions has been greatly undermined by the actions of certain countries, notably South Africa.”
