Board Refuses To Swell Delegation

City Council representatives on the Christchurch Metropolitan Milk Board yesterday voted against letting representatives of other local bodies accompany the board’s delegation to the annual meeting of the New Zealand Milk Authorities’ Association in Tauranga on May 25.

At a previous meeting the board appointed the chairman (Mr H. E. Denton) and Mr W. E. Olds to represent it at the conference together with its supervisory officer (Mr A P. Millthorpe), who would attend as an adviser. But Mr G. A. Franks reminded the board yesterday that it was entitled to four votes at the conference, and he felt that either he or Mr W. E. Cassiidy should be invited to go too as representatives of local authorities outside the city. “We were both returned to the board unanimously," he said, “and we have the confidence of the outer areas." Mr Franks said he also felt that Mr Mi'llthorpe should attend the conference as a full delegate. Mr Mi'llthorpe had given one of the best speeches at the last conference. and should have the

opportunity to speak this time. Mr Denton said he was surprised to see area representation come Into the question, because he had always thought the board was very broad-minded The board's four votes would be cast irrespective of the number of delegates, and he had noticed that other boards did not cram their delegations to the limit. He did not feel that Mr Millthorpe, who was a paid servant of the board, should attend as a delegate. Mr Cassidy said he was sure that if the board asked for permission for Mr Millthorpe tn speak at the conference it would be granted But he supported Mr Franks's other proposal.
