DELEGATES FAIL IN ARMS TALKS

MOSCOW, March 27.
Britain’s Disarmament Minister, Lord Chalfont, and the Soviet Foreign Minister, Mr Gromyko discussed “all aspects” of the disarmament question for nearly two hours on Friday but failed to get anywhere, United Press International reports.
Before leaving for Moscow Lord Chalfont said: “We are very close to Geneva to getting a draft treaty to the spread of nuclear weapons. My main task is to see in my talks with Mr Gromyko if I can resolve some of the obstacles.” Informed sources said Mr Gromyko and Lord Chalfont covered “all aspects of disarmament” during their talks in the Soviet Foreign Ministry, including non-prolifera-tion of nuclear weapons, the question of underground tests anl “collateral measures” and some discussion on general and complete disarmament. The talks were held to a “relaxed atmosphere,” the
