(N.Z.P.A.-Reuter—Copyright! SAIGON. March 27. The South Vietnamese Prime Minister, General Ky, has announced plans to speed the country’s move from military rule to constitutional Government. Observers in Saigon regard the announcement as a major concession to the country’s Buddhists, whose anti-Govern-ment demonstrations have sporadically paralysed life in northern cities over the last two weeks. Addressing a conference of provincial administrators and answering reporters’ questions later, the 36-year-old Prime Minister said the plan envisages:— Appointment of a constitutiondrafting council within a week. Completion of a draft constitution in two months. Holding a national referendum on the proposed constitution immediately afterwards. General elections as soon as possible.
