N.A.T.O.
Sir,—N.A.T.O. was founded partly as a means of controlling West German rearmament, very reluctantly accepted by Germany. Because of the principle of integration, no West German soldier is under West German command. That includes the 18 “Hitler generals” all more or less connected with the German Resistance against Hitler. A German General Staff does not exist When a West German spokesman says, “N.A.T.O. without France is
better than no N.A.T.0.,” this does not mean that Germany wants the nuclear training of her troops abroad to continue but that she prefers an integrated command to the rebirth of a national German army. Germany wants to share the responsibility for the use of nuclear weapons not because she might like to use them against her allies’ will but to prevent nuclear weapons stored in West Germany by N.A.T.O. being used in an emergency against targets on German soil. —Yours, etc., AXEL VIEREGG.
