ROME, Feb. 27
The new Italian Cabinet appointed a record 46 under secretaries yesterday to make more room in the Government for each of the coalition parties. In its first meeting since Its inauguration, which ended a 33-day governmental crisis, the Cabinet also allotted specific job* to it* five ministers without portfolio.
Of the 46 under-secretaries —five more than in the previous Cabinet—2B were Christian Democrats, 11 Socialist, six Social Demo cnaits, and one a Republican
