A State Department spokesman, Mr Robert McClosky, said in Washington that “neither the White House nor the State Department knows of any communication such as Fritchey describes.” He was referring to a report that the South Vietnam Premier (General Ky) has told the United States that he will not agree to unconditional negotiations now to end the war.
