WELLINGTON, Nov. 23. Work on a £l.4m low-cost housing development in Upper Hutt will begin next week. The 292-acre development, to be named Totara Park, will eventually house 6000 to 8000 people. It will be completed in about seven years. Plans for the development include two primary schools, an eight-acre shopping centre and a 40-acre industrial complex.
