SUMMIT RD ACT
Crown Not Bound The Summit Road Protection Act was in operation under false pretences, because it was not binding on the Crown, said Cr. L. J. G. Witte at a meeting of the Mount Herbert County Council. The act, passed last session, is designed to conserve the scenic attractions of the Summit road. Cr. Witte said that when the legislation was being prepared, landowners, of whom he was one, had been told that the bill would never become law if it was no’’ binding on the Crown. It was unfortunate, too, that the council had “handed over” without approaching landowners.
“A lot of people were upset over what happened with the act,” said the chairman (Mr J. H. Mathias). Cr. C. C. Manson said Mr N. E. Kirk, Member of Parliament, was to be congratulated on his stand against beauracracy.
