Tractor Move Approved

(N.Z. Press Association) WELLINGTON, October 12. A new clause proposed by Mr M. A. Connelly (Opp., Riccarton) for the Machinery Amendment Bill was approved by Parliament today but it will not be added to the measure. Instead, the clause will go into the Land and Income Tax Amendment Bill still before the House. During committee stages of the Machinery Amendment Bill, Mr Connelly proposed a clause which he said might be considered to involve an appropriation. On a point of order, the Prime Minister (Mr Holyoake) suggested the chairman of committees (Mr Jack) should rule out the amend-

ment and not permit any debate.

Speaking to the point of order, Mr Connelly explained the amendment as being designed to encourage farmers to affix approved safety devices to tractors.

The clause he proposed provided for a cash incentive to this end. Under his amendment, farmers would be able to deduct safety equipment, for taxation purposes, in the year in which it was fitted. Dr. A. M. Finlay (Opp., Waitakere), speaking to the point of order, said there could be no ruling until the amendment was seen. Mr Jack ruled that the member for Riccarton had spoken in support of a proposed new clause, and until it was moved, he could not rule on it.

Mr Connelly, in moving the clause be accepted, said that if the Government was sincere in its desire to encour-

age people to use safety devices, the proposed amendment would be in line with its thinking. | The Minister of Labour (Mr Shand) interrupted to say he was anxious to cooperate and would be happy to accept the amendment. It would have to be checked with the law draftsman to ensure the wording conformed, he said. Mr Shand later reported to the House that the chief law draftsman had said an amendment relating to tax matters should go into an income tax bill. The Minister said an effort would be made to incorporate the amendment in the Land and Income Tax Amendment Bill still before the House.

Mr Connelly accepted this proposal, and the machinery amendment bill was committed without further discussion.
