City’s Delay Criticised Because the City Council was delaying implementation of the master transport plan, the city and the surrounding counties were being deprived of a lot of money in the meantime, Mr R. C. Neville complained to the Christchurch Regional Planning Authority vesterday. The District Roads Council had deferred applications for grants until the council made up its mind on the master plan, he said. Mr E. J. Bradshaw, the chairman, said the authority had been emphasising for a long time that delay was holding np roads grants. “But I don’t think the position is quite as black as the Roads Board would like it to appear.” he continued. A great deal of work has been done by the authority’s staff in conjunction with the constituent councils’ staffs.

“The master transport plan is proceeding towards the detailed plans. The City Council’s delayed approval is not quite so bad as it might appear.”

The director of planning (Mr C. B. Millar) said the authority was ahead of the position it had thought it would be in a year ago. “The City Council appreciates the position, and is doing everything it can to protect the roads that we know, regardless of Professor Buchanan. will be affected by the master scheme. We are not just letting things drift and letting people build on areas for road widening.”
