PERU P.M. RESIGNS
No-Confidence Vote Avoided

LIMA (Peru), Sept. 14.
The Peruvian Prime Minister, Dr. Fernando Schwalb, and his entire Cabinet resigned today in a bid to avoid a vote of no-confidence. President Fernando Belaunde Terry later asked Dr. Daniel Becerra de la Flor, a member of his Popular Action Party, to form a new Government. Official sources said the Cabinet’s resignation was after a threat from the Congressional opposition to pass a motion of no-confidence in the Cabinet after Dr. Schwalb refused to attend a special session of Congress to deal with Communist infiltration in Peru.
