Harriman Reports (N.Z.P.A -Reuter —Copyright). WASHINGTON, August 4. Mr Averell Harriman, the roving U.S. Ambassador, said tonight the Soviet Union felt the Vietnam war was blocking progress towards other agreements on control of nuclear weapons and disarmament. Mr Harriman, who returned late yesterday from a tour of European capitals during which he conferred with Soviet premier, Mr Alexei Koysgin, reported to President Johnson at a White House conference on the results of his trip. Mr Harriman said today he had gained the impression that Russia wanted a peaceful solution in Vietnam. But, he saw no prospect that Moscow was going to intercede with the North Vietnamese Government, and if it came to a showdown he felt the Soviet Union would certainly side with the North Vietnamese. Speaking of his two talks with Mr Koysgin, Mr Harriman said :“My impressions were that he was anxious to settle some of the world’s problems, the most important of which is the control of nuclear weapons.”
