In an atmosphere of urgency and secrecy the administration moved closer today to a decision that will probably mean a substantial increase in American troops in Vietnam, Reuter reported. In the third White House strategy conference in three days President Johnson continued top level consultations on the Vietnam crisis. He spent two hours this morning with joint chiefs of staff and after a 30-minute lunch break conferred for three hours with his foreign policy advisers. The Secretary of State, Dr Dean Rusk, said yesterday: “We are in a crisis situation.” What was at stake was the integrity of the American commitment, he said.
