Russia Rejects Call For Draft (N Z.P.A.-Reuter—Copyright) NEW YORK, June 3. Russia has rejected United States proposals for the early resumption of the Geneva disarmament committee and priority negotiations on a comprehensive nuclear test ban treaty. The chief Soviet disarmament negotiator, Mr Semyon Tsarapkin, said the proposals, which also include a call for the drafting “without further delay” of an international agreement barring the proliferation of nuclear weapons, were unacceptable.
He told the 114-nation United Nations Disarmament Commission Russia would vote against them. Earlier, both Sir Harold Beeley, of Britain, and Mr William Foster, of the United States, rejected Russia’s counter demands. These were for a world . “ban the bomb” conference before the end of June, 1966, and the dismantling of all foreign military bases.
