Russia Rejects Call For Draft (N Z.P.A.-Reuter—Copyright) NEW YORK, June 3. Russia has rejected United States proposals for the early resumption of the Geneva disarmament committee and priority negotiations on a comprehensive nuclear test ban treaty. The chief Soviet disarmament negotiator, Mr Semyon Tsarapkin, said the proposals, which also include a call for the drafting “without further delay” of an international agreement barring the proliferation of nuclear weapons, were unacceptable.

He told the 114-nation United Nations Disarmament Commission Russia would vote against them. Earlier, both Sir Harold Beeley, of Britain, and Mr William Foster, of the United States, rejected Russia’s counter demands.
