The author’s military service of more than 20 years was spent entirely in the career field of intelligence, a portion of which was at high levels in that field and covered both Europe and Southeast Asia. As co-chairman of the Intelligence Committee to the Philippines —United States Mutual Defence Board, much work was devoted to assesing Chinese Communist intentions and capabilities. It is against this analytical background and the author’s long familiarity with United States policy decisions in the making that the current series of articles is presented.
