DRIVERS ON PROBATION

Brief S.LM.U. Discussion

The proposal for probationary drivers’ licences was briefly discussed yesterday by the South Island Motor Union executive. Mr C. H. Harvey, a representative on the New Zealand Road Safety Council, said some members were concerned that a probationary driver would “simply have to sit it out and keep out of trouble” to qualify for a full licence. They considered that some form of re-examin-ation should be provided. The Road Safety Council was divided, with five for and nine against this proposal. It decided to reconsider the idea after interested parties had given their views. “I wonder whether we are hitting too hard at the young driver,” said the president (Mr W. R. Martyn). Were there any figures to show that these young drivers caused an undue number of accidents?

“We are not getting at the young driver but the new driver,” said Mr Harvey. “The majority of accidents are caused by sins of omission and the whole idea of probationary licences is to give sounder grounding at the outset.”
