(N.Z. P. A. -Reuter—Copyright) TOKYO, February 9. China has declined a Soviet invitation to attend the preparatory meeting next March of the world Communist party conference. The Soviet Premier, Mr Kosygin, extended the invitation to Mr Chou En-lai while Mr Kosygin was on his way to North Vietnam. China believes the meeting should require more preparation. Mr Chou agreed that Mr Kosygin should visit Peking again on his way home from Hanoi.
