Soviet Union Makes Offer

(N.Z. Press Assn.—Copyright) NEW YORK, January 19. The Soviet Union has told the U.N. SecretaryGeneral, U Thant, it will accept an Afro-Asian compromise plan to solve the U.N. financial crisis by voluntary payments. The Soviet Ambassador, Mr Fedorenko, called on U Thant yesterday a few hours before the Secretary-General was scheduled to appear before the General Assembly and ask for financial contributions. He said that Russia, which owes nearly 60 million dollars dues, was willing to make a “substantial contribution.” He said this would be done only after “normal procedures” were restored in the General Assembly—a reference to voting rights. The United States has said it cannot accept the compromise plan because it shelves the voting penalties that apply to nations owing dues.
