(N.Z.P.A.-Reuter—Copyright) WASHINGTON, Dec. 2S. President Johnson believes that American-Soviet relations are better now than at any time in recent years, according to current reports. An official close to the President said he views 1965 optimistically and expects fewer world crises than in the last few years. He is expected to give foreign affairs priority next year; visiting heads of State or Government are then expected in Washington at the rate of one every two weeks. But he also plans to lay heavy stress on home affairs particularly his "war on poverty."
