NEW YORK, Dec. 22
The Soviet Union cast its 103rd veto, in the Security Council yesterday to block passage of an Anglo-American draft resolution deploring the November 13 border clash between Syria and Israel. The draft received eight affirmative votes, one more than the number needed for adoption. Morocco and Czechoslovakia joined Russia in voting against it. The veto followed the rejection of three amendments offered by Morocco that would have blamed Israel for the clash, which resulted in the death of seven Syrians and four Israelis. A Moroccan-sponsored draft resolution which would have severely condemned Israel was defeated last Thursday.
