CAIRO, December 21
The Soviet Union has ratified a Soviet-U.A.R. agreement, concluded in May during Mr Khrushchev’s Cairo visit, under which Russia will make a 252 million roubles (£100,800,000) development loan to the U.A.R. Mr Alexander Shelepin, a member of the Russian Communist Party Presidium and the Russian Deputy Premier, who is here on a 10-day visit said the agreement was ratified by the Supreme Soviet a few days ago.
