HONG KONG, November 18.
China needs to turn every one of its citizens into a soldier because it faces threats from abroad and at home, according to an editorial in the Peking “People’s Daily,” organ of the Chinese Communist Party.
“U.S. imperialism still occupies our country’s province of Taiwan and stages military provocations and war threats against the Chinese people and the other peace-loving people of the world,” the New China News Agency quoted it as saying. “The domestic class ene-
■ mies who have been overthrown are not reconciled to their defeat. They are always • trying to make a come-back.” The build-up of a People's ; Militia was therefore necessary to “protect China externally against imperialist aggression and to consolidate . the proletarian dictatorship - internally,” the “People’s Daily” said. It was commenting on a recent conference on political work of the People's Militia by the general political department of the Chinese People’s Liberation Army. Militiamen in Shantung and Hunan provinces recently held • exercises before the veteran " Red Army leaders, Marshal • Ho Lung and Senior-General ’ Lo Jui-ching.
