The Soviet Union today sent a curt message to Peking congratulating the Chinese in the most frigid tones on the 15th anniversary of their regime, the Associated Press reported. The message, one of the coldest ever exchanged between Moscow and Peking, was published on the front page of the Soviet Communist Party daily, “Pravda.”
