Limits On Teachers (N'.Z. Press Association) WELLINGTON, Sept. 9. Teachers’ opportunities for “moonlighting,” or taking secondary employment, are to be limited by law. A new clause added to the Education Bill, now before Parliament, prohibits any teacher from engaging for pecuniary gain or profit in any occupation or business beyond his scope of duties as a teacher which, in the opinion of the education board employing him, is likely to affect adversely his efficiency or standing. The board must consult with his teachers’ organisation before giving a ruling. The bill specifically warns that infringement of this clause may be regarded as a “major” professional offence, punishable by the board with penalties ranging from admonition to instant dismissal. Some education boards have similar provisions in their bylaws at present. But the validity of the by-laws has been questioned and the boards have pressed for statutory provision.
